Billable against non-billable is the point
A person with high hours and low billable hours is not idle; they are doing work nobody is charging for. That is worth knowing before it is worth changing, because some of it is work your firm has decided to absorb.
This report counts hours, not money. Two people with identical hours can be worth very different amounts, which is what Work in progress shows.
Common questions
Hours are lower than I expect for someone. Unsubmitted time may not be counted yet. Timesheet compliance shows who has time still sitting with them.
